The minimum deck size is the top number listed in the deckbuilding stat box on identity cards.

A deck cannot contain fewer cards than the minimum deck size of the identity associated with that deck. There is no maximum deck size, but a deck must be able to be shuffled in a reasonable amount of time. The identity card and any reference cards (including the click tracker) do not count against the deck size.
