Priority is a subtype of event. Priority events can only be played with the Runner action of playing an event from grip, and only if the spent to initiate the action is the first the Runner has spent on that turn. The Runner is free to lose any number of clicks before playing a priority; the stipulation only requires the Runner spend the first click to play a priority.[1]:Ruling
